What these columns mean
They measure different things and are not interchangeable. Moving a motion usually means sponsoring a staff report’s recommendation onto the floor. Meetings are counted against the ones each member was on the record for — not against the whole term, because members join and leave mid-term, so two members’ figures here are not comparable.
